You have two legitimate methods, but the second is for the workspace account user. But, for your convenience, I have shared the steps for both procedures below.
Method #1 Through Sharing Files
The first and only authentic method for normal users to change the owner of a google drive folder is through sharing the desired files.
The below steps show you how to transfer ownership of google drive folder easily.
Step 1: Open any browser and head toward https://drive.google.com.
Step 2: Use your primary account’s email & password to log in.
Step 3: Find the file in which you want to change ownership.
Step 4: You can select all the available files by pressing ctrl+A together on your windows pc and command+A on your mac; Right-click on them or any particular folder.
Step 5: It’ll show you different options on your screen; simply click Share.
Step 6: You’ll see a box on the next screen where you need to enter your new google drive account, then give it the role of Editor and click Done.
Step 7: Right-click on that files again, followed by the Share button.
Step 8: There’s a tab called “People with access,” which contains your new account under this.
Step 9: You’ll see the editor button beside it; clicking that will open a few options.
Step 10: Simply select Transfer Ownership from the list.
Step 11: Google will send you an email on the new owner’s account seeking acceptance of the invitation.
Step 12: He should find the mail in his inbox and open it.
Step 13: There’s an Accept button; clicking on it will help him add all the files to his google drive account.
Tip: You can also change the owner of a google drive folder on your Android phone by using the google drive site in desktop mode. It’s better to open the Chrome browser>Click Three-dots on the top right>Desktop Site.
Note: You can’t change ownership on your iPhone or iPad; you should navigate to google drive’s website on any desktop to do that.

Method #2 Using Workspace Account
You can transfer ownership if you’re using a workspace account in your company or enterprise and have admin privileges.
You should also ensure that the current and would-be owners are in the same account; otherwise, this method won’t work.
If you do that for the first, the steps below will surely help you.
Step 1: Navigate to Google Admin Console and log in to your account. https://admin.google.com.
Step 2: You’ll see various options on the home page; simply click on Apps.
Step 3: On the next page, it’ll show you all the google apps; select Drive and Docs from the list.
Step 4: The option will expand and give you an option, “Transfer Ownership;” click that.
Step 5: You’ll get two blank boxes; one shows ‘from user’ and another ‘to user’; enter the current owner’s account on the first and the new one on the second.
Step 6: Finally, click the Transfer Files button at the bottom.
Now, all the files & folders will be moved from the previous owner’s account to the new owner’s drive, and the former will lose access to those files.
Note: After the ownership is transferred, the files become promiscuous, and the new owner should need to re-organize them.
